Why Toll Free numbers are not reachable from US payphones?

US payphone by default are blocked, so if they are calling from a payphone, the call will not go through.

Likewise, some US Cellular providers block Toll Free calls.

The main reason is that the rates for US payphones are higher and we can't charge the right rate. There's no way we can know if the call is from a US payphone or regular US phone until we are invoiced from our upstream provider a month later.
